BATON ROUGE- Former teachers at Kenilworth Science and Technology Charter School in Baton Rouge are making strong allegations about what happened inside the school during their time there. They claim unfair treatment toward teachers and an unsafe environment for students. That's in addition to two lawsuits News 2 uncovered against the organization that runs the school, Pelican Educational Foundation. The state is investigating Kenilworth as part of looking into the parent company with ties to the Turkish culture. Wednesday, Pelican lost control of another school it operated, Abramson Charter in New Orleans. The state cites allegations of sexual misconduct among students and not properly reporting it. The two former teachers, who spoke to News 2 anonymously for fear of retaliation, say inside the walls of Kenilworth is a troubling environment, brought to light in two lawsuits, one about teacher discrimination, the other about student mistreatment. One teacher said, "I watched them be discriminated against and I experienced the same sorts of discrimination based on race, national origin, religion, ethnicity. It was an atmosphere where there was a double standard." The teachers say as women, they were given more duties than male staff, and as Americans, given fewer breaks for personal time, while the Turkish-Muslim staff members were given ample opportunities for prayer time, away from students. CLEVELAND - An exclusive 5 On Your Side investigation revealed a federal probe into Ohio charter schools involving a money trail of illegal immigration fees, as well as other payments to individuals living overseas. Concept Schools operate 16 Horizon Science Science Academies across Ohio. One of its schools in Cleveland was recently named a US Department of Education "Blue Ribbon" school for excellence in education. The program was founded in Cleveland by Turkish educators in 1999 and now includes schools in Ohio and four other states. "Our schools are public charter schools. They're not Turkish schools, they're not Islamic schools. They provide a high quality education," said Salim Ucan, Vice President of Concept Schools. Yet, the US Department of Labor opened an ongoing investigation into a Cleveland school in 2008 that involves the use of H1-B visas issued by the US government to foreign workers if they provide "specialized services" in the United States. Federal investigators asked Horizon Science Academy Denison, in Cleveland, for all its H1-B visa documentation. US Immigration records showed 53 H-1B visas were issued to Horizon Schools statewide in 2008 and 2009. Our investigation also reviewed 10 years of financial audits performed by state auditors. CLEVELAND - An exclusive 5 On Your Side investigation into a chain of Ohio charter schools has sparked a strong reaction from an Ohio lawmaker who is calling for stronger oversight into how Ohio charter schools spend taxpayer funds. The report revealed that some Horizon Science Academy schools across Ohio used nearly $13000 of taxpayer money for immigration and legal fees for teachers recruited overseas -- many of them from Turkey. State auditors found some who received immigration and legal fees were never employed at the schools. In 2008 and 2009, immigration records show at least 53 H-1B immigration visas were issued to Horizon Schools. School officials said the number of visas has been declining over the years and that this year, only 51 of 596 employees are international teachers, most of whom are Turkish. In addition, the US Department of Labor opened a continuing investigation into immigration visas at one Horizon Science School in Cleveland on Dennison Avenue. The Ohio Federation of Teachers has criticized the practice of hiring teachers overseas, while ignoring Ohio teachers who it said are qualified. School officials insisted they simply could not find enough math and science teachers here in Ohio and were forced to look overseas.
